J3 is the Fortran standards committee in the United States. J3 developed the FORTRAN 66, FORTRAN 77, Fortran 90, Fortran 95, Fortran 2003, Fortran 2008, and Fortran 2018 standards. J3 works closely with the international Fortran standards committee ISO/IEC/JTC1/SC22/WG5 (or WG5 for short). WG5 effectively subcontracts out to J3 the technical language development for Fortran.
X3J3 is the original name of the ANSI Fortran committee. Its formal name is now “INCITS PL22.3 - Programming Language Fortran”. (There is an outstanding INCITS proposal to rename this to simply “INCITS Fortran”). Many people still refer to this group as “J3”, in the interest of brevity.
